I may have gotten the situation with social assistance backwards. The way I have it written is how I understood it but a friend has informed me that it may have been pressure from renters groups that made the government change the way they paid assistance so that it was paid to the tenants instead of the landlords and then they could raise rents and refuse to rent to people on assistance. It's so much more vile than I thought.
